Can i put this over a liquid lipstick?

I dont think so , it is liquid lipstick itself.

Can this be used with "revlon colorstay overtime lipcolor"?

It feels like the same consistency as the gloss that comes with the Revlon Colorstay Overtime Lipcolor and I think it could be used with it.

Is the delivery timely?

Yes. I’ve ordered lipstick from Amazon for years and I always get it quickly, even in the past during the Pandemic. I get all my makeup from Amazon!!!
