Q: Can this be used as garden furniture?

It's furniture for inside l would say it's mdf you can wipe it down but if it got wet the wood wouldn't last for long long

Q: I have a rug thats 1/2" high, that the table would need to pull out onto. Would this be an issue or is there a bit of room to lift the bar slightly

Q: Can I assemble this without the l shaped part to just form shelves?

sorry I no longer have this as it was too big for my flat but in trying to help you I would suggest that there would be a slight gap on the poles that would have accommodated the l shape , at least for the top pole it would seem ( unless you put something in-between to fill this hope it helps Mike

Q: how much weight does the bar/table hold?

I use mine as a bar and I have roughly 30 litre bottles on it. 10 bottles are on the top and then about 7 per shelf. It holds them fine 👍
