Q: Is there a difference in the black colored torch for $119.99 vs the red colored for $144.99? Are they exactly the same with exception to color?

I went with black.. I was in the same situation as you and only noticed the color.

Q: What size welder is required to use it

the larger the better. Anything under 125 amp would be a waste if time and would likely damage the welder, arc gouging is tough on welders and should not be done on a gas or diesel rig unless you are very good at keeping a steady arc, broken and restarted arcs very quickly damage the sliprings and brushes on gas or diesel powers rigs. So in short I would say a 225 or larger electric rig and you MUST pay close attention to welder rated duty cycles.

Q: Does air still leak out when the air is shut off on the torch?

it should not a very slight leak, might be present on some torches and is used to cool the torch head.
